The project is delivered by the MWH Constructors / Webcor Builders Joint Venture on behalf of the San Francisco Public Utilities Commission. The Biosolids Digester Facilities Project is a key component of San Francisco’s wastewater treatment modernization program, designed to upgrade aging infrastructure while maintaining continuous plant operations. Executed within an active treatment facility containing extensive above- and below-grade utilities, the project requires exceptional coordination, safety planning, and precision to protect essential systems that serve the city every day. Operating under the MWH Constructors / Webcor Builders Joint Venture, Streamline delivered a comprehensive scope of interior and exterior building systems in a highly coordinated, schedule-driven public works environment. All work was executed in compliance with SFPUC standards, federal EPA requirements, and the strict safety and regulatory controls required within an active public utility facility.
