SFPUC B615

San Francisco, California Streamline Drywall supported the Biosolids Digester Facilities Project (BDFP) at San Francisco’s Southeast Treatment Plant, a critical public infrastructure project advancing the City’s long-term goals for wastewater resilience, environmental stewardship, and sustainable operations. The project is delivered by the MWH Constructors / Webcor Builders Joint Venture on behalf of the San Francisco Public Utilities Commission. The Biosolids Digester Facilities Project is a key component of San Francisco’s wastewater treatment modernization program, designed to upgrade aging infrastructure while maintaining continuous plant operations. Executed within an active treatment facility containing extensive above- and below-grade utilities, the project requires exceptional coordination, safety planning, and precision to protect essential systems that serve the city every day. Operating under the MWH Constructors / Webcor Builders Joint Venture, Streamline delivered a comprehensive scope of interior and exterior building systems in a highly coordinated, schedule-driven public works environment. All work was executed in compliance with SFPUC standards, federal EPA requirements, and the strict safety and regulatory controls required within an active public utility facility.

Scope of Work

  • Metal Stud Framing: Installed structural interior and exterior metal stud framing systems engineered for long-term performance, code compliance, and durability within an active public utility environment.
  • Exterior Sheathing Systems: Delivered exterior sheathing assemblies designed to enhance thermal performance, weather resistance, and building envelope integrity across a complex multi-story structure.
  • Multi-Story Gypsum Installation: Installed high-quality gypsum board assemblies across multiple building levels, meeting strict fire-rating and life-safety requirements for public facility use.
  • Delegated Design — Structural Engineering & BIM Modeling: Provided delegated structural engineering services and Building Information Modeling (BIM) to support accurate, coordinated installation across all
    building systems.
  • Insulation & Sealants: Applied insulation and sealant systems to support thermal efficiency, moisture control, and building envelope performance.
  • Taping & Finishing: Delivered precision taping and finishing to achieve smooth, consistent, professional-grade wall surfaces throughout the facility.

Project Impact

The Biosolids Digester Facilities Project strengthens San Francisco’s wastewater treatment system, improving long-term operational reliability, environmental performance, and regulatory compliance. Streamline’s contributions supported the project’s demanding quality and safety standards while reinforcing the City’s investment in resilient public infrastructure critical to public health and environmental protection.

As a project financed in part through federal and state funding programs administered by the United States Environmental Protection Agency, the BDFP reflects San Francisco’s commitment to responsible stewardship of public resources and sustainable infrastructure development.

As a certified local business enterprise, Streamline is proud to have participated in a project that reflects San Francisco’s values of inclusive economic participation, workforce development, and long-term civic investment-delivering infrastructure that serves both the City and the communities that depend on it.
